Ukraine’s long and winding road to WTO accession appeared to finally come an end on February 5, 2008, when the World Trade Organization General Council approved Ukraine’s accession package. Ukraine began its march towards accession in 1993, and for 10 long years plodded through bilateral negotiations, legislative changes, commitments, and reports.

June 11, 2008 · The Cabinet of Ministers of Ukraine adopted Resolution No.824-p "On Measures to Implement a Review of Regulatory Acts in the Sphere of Land Use, Construction, and Tourism"

The Cabinet of Ministers has launched the second phase of quick deregulation in the construction, land, and tourism sectors. The Resolution requires relevant state authorities (the State Committee for Land Resources, Ministry of Culture and Tourism, and Ministry for Regional Development and Construction) to start the review by forming working groups by July 15. The review must be completed by February 2009, when draft regulations on amending or repealing regulatory acts determined to be unfriendly to business must be prepared and submitted for adoption to corresponding state authorities. The Cabinet of Ministers Resolution designated the State Committee of Ukraine for Regulatory Policy and Entrepreneurship (SCRPE) to develop the methodology and monitor the review process. The Investors Council and Council of Entrepreneurs under the Cabinet of Ministers are invited to recommend their own candidates to be included in the working groups with the aim of ensuring private sector involvement in the review process. USAID|TIBA is working closely with SCRPE on developing the review methodology and is also offering assistance in the review process by participating in working groups.

 

June 6, 2008 · The Draft Law of Ukraine "On Amendments to the Law of Ukraine 'On Customs Tariffs of Ukraine" was adopted by the Verkhovna Rada of Ukraine (Registration No. 2351-1 dated April 8, 2008)

Pursuant to this Law, import duty rates on products and commodities must be brought into compliance with levels specified by the schedule of tariff commitments of Ukraine for goods in 2008. This is one of the WTO Commitment Implementation Laws. In spite of the fact that the Law shall enter into force on the day of publication, numerous exceptions listed therein are contrary to the commitments made and will delay introduction of new reduced tariffs for more than 150 commodity positions until January 1, 2009.

 

June 5, 2008 · Working group meeting at the Ministry of Housing and Communal Services of Ukraine

The working group discussed remaining improvements to and finalized drafts of ministerial orders elaborated under this TO task. In particular, the working group finalized the Draft Order of the Ministry of Housing and Communal Services of Ukraine "On Amending Certain Orders of the State Committee on Housing and Communal Services of Ukraine" (amendments to Order No. 65 dated July 1, 1994 “On Approval of the Rules for Use of the Communal Water Supply and Sewer Systems in Cities and Settlements of Ukraine,” Order No. 30 dated July 5, 1995 “On Approval of the Rules for Technical Maintenance of Water Supply and Sewer Systems of Population Centers of Ukraine,” and Order No. 67 dated December 2, 1992 “On Instructions for the Procedure for Issuance of Technical Specifications for Connecting Consumers to State Drinking Water and Sewer Systems”).

 

June 5, 2008 · Training for Sevastopol City officials on practical issues in implementing the RPL and RIA/RIE

USAID|TIBA delivered a training on the RPL and RIA/RIE for Sevastopol City officials. As a result of this training, RPL, RIA, and RIE implementation by specialists of regulatory departments has improved. During the training, USAID|TIBA examined problematic issues in the process of completing RIAs and RIEs and ensured that officials gained practical knowledge for implementing regulatory policy.

 

June 4, 2008 · Training for Kherson Oblast and AR of Crimea officials on practical issues in implementing the RPL and RIA/RIE

USAID|TIBA delivered a training on the RPL and RIA/RIE for Kherson Oblast and Autonomous Republic of Crimea officials. As a result of this training, RPL, RIA, and RIE implementation by specialists of regulatory departments has improved. During the training, USAID|TIBA examined problematic issues in the process of completing RIAs and RIEs and ensured that officials gained practical knowledge for implementing regulatory policy.
