Ukraine’s long and winding road to WTO accession appeared to finally come an end on February 5, 2008, when the World Trade Organization General Council approved Ukraine’s accession package. Ukraine began its march towards accession in 1993, and for 10 long years plodded through bilateral negotiations, legislative changes, commitments, and reports.

February 27, 2009 · Round table discussion "Reform of the Permit System. Problems and Ways of Solution" in the Committee on Industrial and Regulatory Policy and Entrepreneurship of the Verkhovna Rada of Ukraine
USAID|TIBA participated in the round table discussion "Reform of the Permit System. Problems and Ways of Solution", organized by the Verkhovna Rada Committee on Industrial and Regulatory Policy and Entrepreneurship. The current state of realization of the Law of Ukraine "On Permit System in the Sphere of Economic Activity" and initiatives on following regulation of permit system were discussed by the participants. Parliamentarians, representatives of ministries and other government authorities, local self government and executive authorities, public organizations, media and entrepreneurs took part in the discussion. TIBA expert provided input and recommendations on: 1) adoption of amendments to the Law of Ukraine "On Permit System in the Sphere of Economic Activity"; 2) bringing other legislation regulating issues of permit system in compliance with the Law of Ukraine "On Permit System in the Sphere of Economic Activity".

February 26-27, 2009 · Training for NGOs representatives "School for Business Associations" (1st part of two-part training, to be held in Simferopol)
This training was jointly organized by USAID|TIBA and Property and Freedom Institute for representatives of business associations of Crimea. 30 private sector and NGO representatives attended the event. Issues of regulatory reform as an instrument to improve permit system operation at the local level, monitoring of OSS activities and lobbying techniques were discussed during the training. This event will contribute to increased public awareness, help to build public support for reforms in permit sphere and reduce corruption.

February 12, 2009 · Joint USAID|TIBA, State Committee of Ukraine for Regulatory Policy and Entrepreneurship, and Lviv City Council press conference for local mass media sources
The goal of this press conference was to inform the local community through local mass media sources about the benefits of permit-issuing one-stop shops (OSSs) that operate in full compliance with legislation, unveil recent measures introduced nationally as well as by the Lviv City Council aimed at streamlining permit issuance procedures at the local level, and present the OSS Toolkit developed by USAID|TIBA with the aim of assisting municipalities in streamlining permit issuance procedures and OSS operations. First Deputy Mayor of Lviv City, Deputy Head of the State Committee of Ukraine for Regulatory Policy and Entrepreneurship, USAID Regional Mission to Ukraine, Moldova and Belarus Deputy Director, and USAID|TIBA MCC Lead spoke at the event. The press conference contributed to increased public awareness of the benefits of the OSS principle and helped to build public support for improving permit issuance and OSS operations in Ukraine.

February 11, 2009 · Seminar for officials from Lvivska and Volynska Oblast municipalities on practical implementation of recommendations for streamlining the process of permit issuance at the local level developed by USAID|TIBA
This seminar was organized by USAID|TIBA and the State Committee of Ukraine for Regulatory Policy and Entrepreneurship. A total of 49 representatives of permit-issuing one-stop shops operating in the Lvivska (27 participants) and Volynska (22 participants) oblasts were in attendance. During the seminar, USAID|TIBA experts provided participants with recommendations on implementation of unified permit issuance procedures (including construction permit issuance procedures) and disseminated the OSS Toolkit "Recommendations for Streamlining Permit Issuance Procedures in the Sphere of Economic Activity and Construction at the Local Level." By implementing unified procedures developed by USAID|TIBA, municipalities will be able to improve operations of permit-issuing one-stop shops and reduce corruption in the permit issuance sphere as well as the time and money spent by entrepreneurs when obtaining permits.

January 30, 2009 · Executive Committee of Lviv City Council adopted Resolution No.10 "On Improvement of Permit System in the Sphere of Economic Activity in Lviv"
The Resolution introduced selected unified procedures and recommendations provided in the USAID|TIBA OSS Toolkit. The Resolution 1) establishes the procedure and principles for coordinating activities of local permit issuing authorities issuing permits through municipal OSS; 2) requires the Lviv city permit issuing authorities to provide entrepreneurs with detailed information on the permit issuance procedures and make the following information available for public access through mass media, OSS, and information stands: list of permits issued through OSS; procedure for issuance of each permit through municipal OSS; OSS address and working hours. The Resolution also requires the OSS administrator 1) to prepare the weekly information on cases of permit legislation violations by the representatives of permit issuing authorities (e.g. delays of issuing of permit documents, etc.) and present that information at weekly meetings of heads of permit issuing authorities; 2) to conduct regular evaluations of the municipal OSS activity by entrepreneurs. Lviv city officials will be able to improve operations of the permit-issuing one-stop shop by implementing unified procedures developed by USAID|TIBA.
