November 12, 2008 · The Mayor of the Bilhorod-Dnistrovsky (Odesa Oblast) signed a Resolution No. 706 "On Improvement of the Procedure for Issuance of Permit Documents by Municipal Permit Issuing Authorities" The Resolution requires municipal permit issuing authorities of the city of Bilhorod-Dnistrovsky to bring their permit issuance procedures in compliance with recommendations provided in the OSS Toolkit developed by USAID|TIBA to ensure improved coordination of permit issuance through municipal OSS. By implementing unified procedures developed by USAID|TIBA, local officials will be able to improve operations of the permit-issuing one-stop shop and reduce corruption in the permit issuance sphere as well as the time and money spent by entrepreneurs when obtaining permits.

November 11, 2008 · Seminar for the Ministry of Economy of Ukraine: "Promoting Procurement Professionalism in Ukraine" USAID|TIBA led a seminar for specialists of the State Procurement Department of the Ministry of Economy with the aim of providing information on professional approaches to government procurement.

November 4, 2008 · Round table discussion at the Ministry of Regional Development and Construction of Ukraine A USAID|TIBA expert participated in a round table held by the Ministry of Regional Development and Construction to discuss a draft resolution of the Cabinet of Ministers of Ukraine that will regulate the procedure of obtaining technical specifications for new construction objects. This draft resolution will replace Resolution of the Cabinet of Ministers of Ukraine "On Amending Resolution of the Cabinet of Ministers of Ukraine No. 2328 dated 20.12.1999 'On the Procedure for Issuance of Architectural and Planning Assignments and Technical Specifications Regarding Connectivity to Utilities and Determining the Size of the Fee for Issuance Thereof'" in compliance with the recently adopted Law of Ukraine "On Amending Certain Laws of Ukraine Regarding Support in the Sphere of Construction" (No. 509-VI dated 16.09.2008).

October 31, 2008 · Seminar: "State Veterinary Control and Supervision at Enterprises with HACCP Systems Introduced in the Context of Ukraine's WTO Accession and Efforts toward EU Integration" During the seminar, USAID|TIBA provided officials from the State Committee of Veterinary Medicine of the Ministry of Agriculture, the State Committee for Technical Regulation and Consumer Policy (Derzhspozhivstandart), and the Ministry of Economy of Ukraine with information about trends and developments in international Sanitary and Phytosanitary Measures and Technical Barriers to Trade in the areas of food safety management and biosecurity. The seminar contributed to improvement of the regulatory framework for HACCP (Hazard Analysis and Critical Control Points).

October 31, 2008 · Training for officials from Luhansk Oblast municipalities on implementation of recommendations for streamlining the process of permit issuance at the local level (Luhansk) The State Committee of Ukraine for Regulatory Policy and Entrepreneurship and the Luhansk State Oblast Administration organized a seminar for officials from Luhansk Oblast municipalities to discuss the current status of implementation of the Permit System Law and means for improving operations of permit-issuing one-stop shops (OSSs). As part of this seminar, USAID|TIBA was invited to deliver a training on implementation of unified permit issuance procedures developed by USAID|TIBA and disseminate the OSS Toolkit. About 60 heads of economic departments and OSS administrators from 31 Luhansk Oblast municipalities participated in the event. USAID|TIBA used this seminar as an opportunity to provide training and recommendations on implementing unified permit issuance procedures to Luhansk Oblast municipalities. By implementing unified procedures developed by USAID|TIBA, municipalities will be able to improve operations of permit-issuing one-stop shops and reduce corruption in the permit issuance sphere as well as the time and money spent by entrepreneurs on obtaining permits.
