Ukraine’s long and winding road to WTO accession appeared to finally come an end on February 5, 2008, when the World Trade Organization General Council approved Ukraine’s accession package. Ukraine began its march towards accession in 1993, and for 10 long years plodded through bilateral negotiations, legislative changes, commitments, and reports.

October 29, 2008 · Training for Crimean municipalities on implementation of recommendations for streamlining the process of permit issuance at the local level and introduction of unified permit issuance procedures developed by USAID|TIBA (Yevpatoria)

USAID|TIBA and the State Committee of Ukraine for Regulatory Policy and Entrepreneurship organized this training. About 40 local government officials from Crimea (including administrators of all 25 permit-issuing one-stop shops operating in Crimea) participated in this event. During the training, USAID|TIBA provided participants with detailed recommendations on implementation of unified permit issuance procedures (including construction permit issuance procedures) and disseminated the OSS Toolkit "Recommendations for Streamlining Permit Issuance Procedures in the Sphere of Economic Activity and Construction at the Local Level." By implementing unified procedures developed by USAID|TIBA, municipalities will be able to improve operations of permit-issuing one-stop shops and reduce corruption in the permit issuance sphere as well as the time and money spent by entrepreneurs on obtaining permits.

 

October 21, 2008 · Presentation of the Draft Concept on Introduction of Zoning Principles in Ukraine to key experts and top officials of the Ministry of Regional Development and Construction of Ukraine

USAID|TIBA experts presented the Draft Concept on Introduction of Zoning Principles in Ukraine to key experts and top officials of the Ministry of Regional Development and Construction. About 20 heads of departments of the Ministry and directors of research institutes under the Ministry attended the presentation. The aim of the presentation was to obtain comments and feedback from a broad range of experts from the Ministry to finalize the Draft Concept. Once it is adopted, the Concept will introduce systematic and consistent policies and procedures to ensure that construction and related permits are issued in an open, transparent, and responsible manner, which will help reduce corruption in this sphere and decrease time and monetary expenditures associated with obtaining construction permits. Meeting participants supported the Draft Concept and provided some comments on improving the Draft. Overall, the meeting results were a positive sign that the GOU is making progress on policy reforms aimed at reducing corruption in the construction sphere through introduction of zoning principles.

 

October 16, 2008 · Workshop "Achieving HACCP and Food Safety Certification in the Ukrainian Food Industry: Requirements, Challenges, and Industry Perspectives"

This workshop included industry leaders, business associations, SMEs, and certification bodies, and focused on how HACCP and food safety certification can improve the business environment for SMEs. In addition, the workshop was aimed at linking food businesses and associations with HACCP consultants and consulting firms.

USAID|TIBA presented three guidelines for business/food associations to promote HACCP, facilitate business-to-business partnerships, and provide services to members that will facilitate introduction of HACCP.

 

October 16, 2008 · Seminar "Procurement Reforms in Ukraine to Meet International Best Practices"

USAID|TIBA led a seminar for specialists of the State Procurement Department of the Ministry of Economy of Ukraine. The purpose of this seminar was to emphasize key aspects of reforms required for alignment of the Ukrainian government procurement system with international standards.
