Ukraine’s long and winding road to WTO accession appeared to finally come an end on February 5, 2008, when the World Trade Organization General Council approved Ukraine’s accession package. Ukraine began its march towards accession in 1993, and for 10 long years plodded through bilateral negotiations, legislative changes, commitments, and reports.

January 27, 2009 · Euro Debates "Legislative Initiatives in Construction Against the Economic Crisis"
The event was organized by the Ukrainian Building Association and European Business Association in partnership with USAID|TIBA. Around 80 representatives of government authorities, business associations, entrepreneurs, experts, and journalists from leading Ukrainian mass media sources attended the event. The goal of the debates was to urge the Government of Ukraine to adopt and enforce regulations to effectively implement recently adopted Law of Ukraine "On Minimizing the Impact of Global Financial Crisis on the Development of Construction Sector and Residential Construction". Participants of the event developed a public-private strategy for effective implementation of the requirements of the Law as well as strategies for addressing issues which were not addressed by this Law. In addition, initiatives to minimize the impact of financial crisis on conducting Euro 2012 Football Championship in Ukraine were also discussed. In conclusion, participants stressed on the importance of adopting regulations to encourage further development of the construction sector and suggested ways to resolve current problems facing the sector due to the economic crisis.

January 26, 2009 · Meeting of USAID|TIBA experts with research staff of USAID's "Promoting Active Citizen Engagement in Combating Corruption in Ukraine" Project
Alexander Shabalkov, TIBA MCC Lead and Component II Coordinator, Anna Bogdanova, TIBA Monitoring and Evaluation Director, and Oksana Yaytchenya, TIBA Research Methodology and Statistics Specialist, met with the Director and research staff of the "Promoting Active Citizen Engagement in Combating Corruption in Ukraine" Project to provide input and comments to draft questionnaires for the follow-up survey on the status of land and construction permitting in Ukraine to be conducted by the ACTION Project.

January 23, 2009 · Executive Committee of Mykolaiv City Council adopted Resolution No.178 "On the Procedure for Coordinating Activities of Local Permit Issuing Authorities which Issue Permits Through the Municipal Permit Issuing One-Stop Shop"
The Resolution introduced selected unified procedures and recommendations provided in the USAID|TIBA OSS Toolkit. The Resolution 1) establishes and clearly defines procedure and principles for coordinating activities of local permit issuing authorities issuing permits through municipal OSS; 2) requires to bring all local regulations related to the permits issuing in compliance with the Law of Ukraine "On Permit System in the Sphere of Economic Activity" and introduce measures to eliminate instances of issuing permits bypassing the OSS; 3) requires to prepare the weekly information on cases of permit legislation violations by the representatives of permit issuing authorities (e.g. delays of issuing of permit documents, etc.) and present that information at weekly meetings of heads of permit issuing authorities. Mykolaiv city officials will be able to improve operations of the permit-issuing one-stop shop by implementing unified procedures developed by USAID|TIBA.

January 21, 2009 · Seminar "Raising the Level of Qualification of Permit Issuing One-Stop Shops (OSS) Administrators from Municipalities of Oblast Significance and Rayons of Rivnens'ka Oblast" (held in Rivne)
The seminar was organized by the State Committee for Regulatory Policy and Entrepreneurship. The goal of the seminar was to increase knowledge and capacity of OSS administrators from Rivnens'ka oblast to facilitate issuance of permits through OSSs as required by the Law "On Permit System in the Sphere of Economic Activity". As part of this seminar, USAID|TIBA was invited to deliver a training on implementation of unified permit issuance procedures developed by USAID|TIBA and disseminate the OSS Toolkit. About 40 OSS administrators from 20 Rivnens'ka Oblast municipalities and rayons participated in the event. USAID|TIBA used this seminar as an opportunity to provide its training and recommendations on implementing unified permit issuance procedures to Rivnens'ka Oblast OSS administrators. By implementing unified procedures developed by USAID|TIBA, municipalities and rayons will be able to improve operations of permit-issuing one-stop shops and reduce corruption in the permit issuance sphere as well as the time and money spent by entrepreneurs on obtaining permits.

January 13, 2009 · The Draft Law of Ukraine "On Amending Certain Laws with the Aim to Minimize Negative Impact of Financial Crisis on Subjects of Economic Activity" passed the first reading by the Verkhovna Rada of Ukraine receiving 244 votes (Reg.¹ 3429)
The Draft Law amends certain legislation including the Laws "On Business Permit System", "On Licensing of Certain Types of Economic Activity" , and "On Tourism". The amendment to the Laws "On Business Permit System" represents an important step forward to improving the permit system and since this Draft Law is aimed to minimize negative impact of the economic crisis, it is likely be adopted by the Verkhovna Rada in the second reading sooner than the Draft Law "On Amendments to the Law "On Business Permit System" which requires more time, effort and support from stakeholders to be adopted in the second reading. In the meantime, USAID|TIBA is continuing extensive dialogue with public and private sector stakeholders to ensure adoption of the Draft Law "On Amendments to the Law "On Business Permit System" in the second reading in the near term. In regard to the other mentioned laws, the Draft Law 1) reduces the number of types of economic activities in the sphere of tourism which are subject to licensing (importantly, travel agencies activities are excluded from the list of activities requiring obtaining a license); 2) eliminates obligatory certification of tourism services; 3) increases the term of validity of a license for any type of economic activity from 3 to 5 years. All these initiatives are an important step toward simplification of regulation in tourism sector and they all were proposed by working groups assisted by USAID|TIBA in implementing the second phase of quick deregulation in the sector of tourism. This Draft Law should pass the second reading in the Verkhovna Rada before it comes into force.
