Ukraine’s long and winding road to WTO accession appeared to finally come an end on February 5, 2008, when the World Trade Organization General Council approved Ukraine’s accession package. Ukraine began its march towards accession in 1993, and for 10 long years plodded through bilateral negotiations, legislative changes, commitments, and reports.

December 19, 2008 · City Council of Ochakiv (Mykolaivska oblast) adopted Resolution No.21 "On Establishing of Permit Issuing One Stop-Shop in the City of Ochakiv; Approval of Procedure for OSS Operations"
The Resolution introduced selected unified procedures and recommendations provided in the USAID|TIBA OSS Toolkit. The Resolution 1) establishes permit issuing one stop-shop in the City of Ochakiv and clearly defines procedure and principles for coordinating activities of local permit issuing authorities issuing permits through municipal OSS; 2) approves the list of permit-issuing authorities that must issue permits through the municipal OSS and their responsibilities; 3) introduces the list of permit documents that must be issued through the municipal OSS. By establishing an effectively operating permit issuing OSS, Ochakiv city officials will be able to streamline permit issuance at the local level, bring it in compliance with the Law of Ukraine "On Permit System in the Sphere of Economic Activity" that will help to reduce time and money spent by entrepreneurs on obtaining permits, increase transparency of the permit issuance process, and reduce corruption in this sphere.

December 17, 2008 · State Administration of Tlumatsky Rayon (Ivano-Frankivska oblast) adopted Resolution No. 752 "On Supervision Measures in the Sphere of Issuance of Permit Documents"
The Resolution requires heads of permit issuing authorities of Tlumatsky rayon to improve issuance of permits through rayon OSS by applying selected procedures and recommendations provided in the USAID|TIBA OSS Toolkit "Recommendations for Streamlining Permit Issuance Procedures in the Sphere of Economic Activity and Construction at the Local Level." Adopted procedures focus on monitoring coordination between permit issuing authorities in the process of issuing permits through rayon OSS and introduce measures to eliminate instances of issuing permits bypassing the OSS. By implementing unified procedures developed by USAID|TIBA, local officials will be able to improve operations of the permit-issuing one-stop shop and reduce corruption in the permit issuance sphere as well as the time and money spent by entrepreneurs when obtaining permits.

December 17, 2008 · State Administration of Kosivsky Rayon (Ivano-Frankivska oblast) adopted Resolution No. 489 "On Streamlining Permit Issuance in the Sphere of Economic Activity and Construction"
The Resolution introduced selected unified procedures and recommendations provided in the USAID|TIBA OSS Toolkit. The Resolution requires rayon authorities 1) To conduct a review of all permits issued in the Kosivsky Rayon to ensure that they are issued in full compliance with the Law "On Permit System in the Sphere of Economic Activity". If the review reveals instances of issuing some permits established by local regulations or fees for obtaining permits established by local regulations (which is a violation of the Law), the Resolution requires to repeal such local regulations; 2) To make the following information available for public access: list of buildings, premises, and land plots available for rent in the rayon; list of permits issued in the rayon with detailed information on procedures of their issuance; 3) To monitor coordination between permit issuing authorities in the process of issuing permits through municipal OSS. By implementing unified procedures developed by USAID|TIBA, local officials will be able to improve operations of the permit-issuing one-stop shop.

December 16, 2008 · Seminar for officials from Odesa Oblast municipalities on implementation of recommendations for streamlining the process of permit issuance at the local level and introducing unified permit issuance procedures developed by USAID|TIBA
This seminar was organized by USAID|TIBA and the State Committee of Ukraine for Regulatory Policy and Entrepreneurship. 52 officials including administrators of 33 permit-issuing one-stop shops operating in the Odesa Oblast and officials from local permit issuing authorities participated in the event. During the seminar, USAID|TIBA experts provided participants with recommendations on implementation of unified permit issuance procedures (including construction permit issuance procedures) and disseminated the OSS Toolkit "Recommendations for Streamlining Permit Issuance Procedures in the Sphere of Economic Activity and Construction at the Local Level." By implementing unified procedures developed by USAID|TIBA, municipalities will be able to improve operations of permit-issuing one-stop shops and reduce corruption in the permit issuance sphere as well as the time and money spent by entrepreneurs when obtaining permits.

December 10, 2008 · Round table discussion of the Draft Concept Paper on Introduction of Zoning Principles in Ukraine
USAID|TIBA jointly with the Ministry of Regional Development and Construction and the State Committee for Land Resources organized a round table to discuss the Draft Concept on Introduction of Zoning Principles in Ukraine with private sector representatives, municipal officials, and officials from the Ministry of Regional Development and Construction and State Committee for Land Resources of Ukraine. During the round table, the Ministry of Regional Development and Construction and the State Committee for Land Resources presented their visions on introduction of zoning principles in Ukraine. 45 participants took part in the event and provided comments, suggestions, and feedback on presentations and the Draft Concept. Based on results of the round table discussion, TIBA will consolidate comments and feedback from the round table participants and provide recommendations on further strategy for introducing modern zoning principles in Ukraine.
