Ukraine’s long and winding road to WTO accession appeared to finally come an end on February 5, 2008, when the World Trade Organization General Council approved Ukraine’s accession package. Ukraine began its march towards accession in 1993, and for 10 long years plodded through bilateral negotiations, legislative changes, commitments, and reports.

October 26, 2007 - Round Table “Introduction to Audit of Food Stuffs Safety Management Systems for Milk Processing”
USAID|TIBA
and the International Institute for Food Safety and Quality and the Association
of Milk Producers of Ukraine facilitated a round table discussion to present the
regulatory requirements to modern foodstuff safety and quality management
systems, the recent tendencies in European and national legislation in the
sphere of food quality, the shortfalls of the system, the methodology for
training trainers and auditors on HACCP. Target audience - Members of the
Association of Milk Producers of Ukraine.

October 25-26, 2007 - Seminar “Permit Issuance System, State Regulatory Policy, Licensing, and State Registration”
With the support of USAID|TIBA, the State Committee of
Ukraine for Regulatory Policy and Entrepreneurship lead a seminar to discuss
propositions regarding changes to the Law of Ukraine "On the Permit Issuance
System in the Sphere of Economic Activity" as well as the issue of implementing
the Laws of Ukraine "On Licensing of Certain Types of Economic Activity," "On
State Registration of Legal Entities and Individual Entrepreneurs," "On the
General Principles of State Regulatory Policy in the Sphere of Economic
Activity," and "On the Fundamental Principles of State Inspection (Supervision)
in the Sphere of Economic Activity." The seminar was jointly sponsored by TIBA
and SCRPE. SCRPE decided to increase its use of administrative sanctions to
enforce regulatory policy and team with national and regional prosecutor
generals offices in doing so. This could be an important step in enforcing
regulatory policy in the area of permits and fighting corruption. SCPRE also
agreed to pursue the establishment of Oblast level OSSs.

October 23, 2007 - Press Conference to present President’s initiatives aimed at improving conditions for doing business in Ukraine
TIBA facilitated a press conference at the UNIAN news agency. Mr. Oleksandr Shlapak, 1st Deputy Head of the Presidential Secretariat, and other members of the Presidential Secretariat Working Group (including TIBA) presented Presidential initiatives to national and regional printed and broadcast media. Legal initiatives include 6 draft laws to be submitted to the newly formed Parliament of Ukraine as urgent ("On amending the Law of Ukraine "On Permit System in the Sphere of Economic Activity", "On the List of Permit-Related Documents in the Sphere of Economic Activity", "On amending Certain Laws of Ukraine related to Permits for Construction Object Location", "On Market Supervision", "On amending Certain Laws of Ukraine related to licensing of economic activity", "On amending Certain Laws of Ukraine related to standardization and certification")

October 19, 2007 - Round Table “Draft Sanitary Rules and Provisions for Use of Food Additives”

Sanitary Rules and Provisions for Use of Food Additives, Ferments,
Complementary Processing Materials, and Selected Flavorings Approved for
Utilization in Food Product and Food Additive Manufacturing with
representatives of business associations and food processing enterprises.

October 9, 2007 - Presidential Secretariat Working Group Meeting
Presidential Secretariat Working Group on
Entrepreneur Development met and agreed on the text of six laws that will be
submitted to the new VR.The
draft laws are consistent with the President's decree "On Urgent Measures
of Improving Regulation of Entrepreneurial Activity in Ukraine"
(9/3/07).
