Ukraine’s long and winding road to WTO accession appeared to finally come an end on February 5, 2008, when the World Trade Organization General Council approved Ukraine’s accession package. Ukraine began its march towards accession in 1993, and for 10 long years plodded through bilateral negotiations, legislative changes, commitments, and reports.

December 8, 2008 · State Administration of Gagarinsky Rayon of the city of Sevastopol adopted Resolution No. 1057 "On Implementing the Decision of the Board of State Administration of Gagarinsky Rayon Made on November 26, 2008"
The Resolution requires the administrator of the permit-issuing one-stop shop of Gagarinsky Rayon of the city of Sevastopol to improve OSS operations by applying procedures and recommendations provided in the USAID|TIBA OSS Toolkit "Recommendations for Streamlining Permit Issuance Procedures in the Sphere of Economic Activity and Construction at the Local Level." By implementing unified procedures developed by USAID|TIBA, local officials will be able to improve operations of the permit-issuing one-stop shop and reduce corruption in the permit issuance sphere as well as the time and money spent by entrepreneurs when obtaining permits.

December 4, 2008 · Seminar for officials from Ivano-Frankivsk, Ternopil, and Chernivtsi Oblast municipalities on practical implementation of recommendations for streamlining the process of permit issuance at the local level
This seminar was organized by USAID|TIBA and the State Committee of Ukraine for Regulatory Policy and Entrepreneurship. Representatives of 53 permit-issuing one-stop shops operating in the Ivano-Frankivsk, Ternopil, and Chernivtsi Oblasts participated in the event. During the seminar, USAID|TIBA experts provided participants with recommendations on implementation of unified permit issuance procedures (including construction permit issuance procedures) and disseminated the OSS Toolkit "Recommendations for Streamlining Permit Issuance Procedures in the Sphere of Economic Activity and Construction at the Local Level." By implementing unified procedures developed by USAID|TIBA, municipalities will be able to improve operations of permit-issuing one-stop shops and reduce corruption in the permit issuance sphere as well as the time and money spent by entrepreneurs when obtaining permits.

December 4, 2008 · Joint USAID|TIBA, State Committee of Ukraine for Regulatory Policy and Entrepreneurship, Ivano-Frankivsk City Council, and Ivano-Frankivsk Oblast State Administration press conference for local mass media sources
The goal of this press conference was to inform the local community through local mass media sources about the benefits of permit-issuing one-stop shops (OSSs) that operate in full compliance with legislation, unveil recent measures introduced by the Ivano-Frankivsk City Council and Ivano-Frankivsk Oblast State Administration aimed at streamlining permit issuance procedures at the local level, and present the OSS Toolkit developed by USAID|TIBA with the aim of assisting municipalities in streamlining permit issuance procedures and OSS operations. The Deputy Head of the Ivano-Frankivsk Oblast State Administration, Deputy Mayor of Ivano-Frankivsk, and representatives of the State Committee of Ukraine for Regulatory Policy and Entrepreneurship spoke at the event. This event contributed to increased public awareness of the benefits of the OSS principle and helped build public support for improving permit issuance and OSS operations in Ukraine.

December 1, 2008 · The Head of the Nakhimovsky Rayon State Administration of the City of Sevastopol signed Resolution No. 1215-p "On Improvement of Operations of the OSS Administrator of the Nakhimovsky Rayon State Administration"

November 28, 2008 · City Council of Krasnodon (Luhanska oblast) adopted Resolution No. 34/2297 "On the Procedure for Coordinating Activities of Local Permit Issuing Authorities Which Issue Permits Through the Municipal Permit Issuing One-Stop Shop"
The Resolution introduced selected unified procedures and recommendations provided in the USAID|TIBA OSS Toolkit. The Resolution established and clearly defined 1) procedure and principles for coordinating activities of local permit issuing authorities to issue permits through municipal OSS; 2) list of authorities that must issue their permits through the OSS, their rights and responsibilities; 3) rights and responsibilities of the OSS administrator; 4) list of permits issued through the municipal OSS. By implementing these procedures, local officials will be able to improve operations of the municipal permit-issuing one-stop shop, reduce time spent on obtaining permits and eliminate corruption associated with permit issuance.
