Ukraine’s long and winding road to WTO accession appeared to finally come an end on February 5, 2008, when the World Trade Organization General Council approved Ukraine’s accession package. Ukraine began its march towards accession in 1993, and for 10 long years plodded through bilateral negotiations, legislative changes, commitments, and reports.

November 28, 2008 · The City Council of Stakhanov (Luhanska Oblast) adopted a simplified and streamlined procedure for issuing permits through the local one-stop shop (Resolution of the Stakhanov City Council No. 839/3 dated 11/28/2008)

USAID|TIBA assisted the Stakhanov City Council in adopting a streamlined procedure for issuing permits through the local OSS. The procedure is based on USAID|TIBA OSS Toolkit providing recommendations for streamlining permit issuance at the local level. The new procedure establishes clear rules for the municipal OSS's operations, a list of permit-issuing authorities that must issue permits through the OSS and their responsibilities, and clear procedures for issuing construction permits. The improved procedure will help reduce time and money spent by entrepreneurs on obtaining permits, increase transparency of the permit issuance process, and reduce corruption in this sphere.

 

November 27, 2008 · Training for officials of the Ministry of Regional Development and Construction of Ukraine and construction enterprises on new permit issuance procedures in construction

USAID|TIBA participated in a round table on enforcement of streamlined permit issuance procedures in construction organized by the Ministry of Regional Development and Construction. About 50 participants (including heads of Ministry departments, directors of research institutes under the Ministry, other key experts, and construction enterprise representatives) attended the event. The goal of the round table was to discuss steps to be taken to implement the Law of Ukraine "On Amending Certain Laws of Ukraine Regarding Support in the Sphere of Construction" and sublaws to be drafted as part of implementation of the Law. As part of this round table, USAID|TIBA experts conducted a training for officials of the Ministry of Regional Development and Construction to provide them with recommendations on implementing the Law of Ukraine "On Amending Certain Laws of Ukraine Regarding Support in the Sphere of Construction" in order to improve their capacity to implement new permit issuance procedures introduced by the Law.

 

November 27, 2008 · The City Council of Alchevsk (Luhanska Oblast) adopted the Decision #37/7 "On Approval of the Procedure for Operations of Municipal Permit-Issuing One-Stop Shop"

USAID|TIBA assisted the Executive Committee of the Alchevsk City Council in adopting a streamlined procedure for issuing permits through the local OSS. The procedure is based on USAID|TIBA OSS Toolkit providing recommendations for streamlining permit issuance at the local level. The new procedure establishes clear rules for the municipal OSS's operations, a list of permit-issuing authorities that must issue permits through the OSS and their responsibilities, and clear procedures for issuing construction permits. The improved procedure will help reduce time and money spent by entrepreneurs on obtaining permits, increase transparency of the permit issuance process, and reduce corruption in this sphere.

 

November 25, 2008 · All-Ukrainian Forum "Joining Forces to Overcome the Financial and Economic Crisis: Highlights for the Construction Sector"

This forum was organized by the Ukrainian Building Association in partnership with USAID|TIBA and a number of Ukrainian business associations and NGOs. Around 150 representatives of government authorities, business associations, and entrepreneurs attended the event in order to develop a public-private strategy for further development of the construction sector, suggest ways to resolve current problems facing the sector due to the economic crisis, and propose amendments to legislation regulating the construction permit issuance sphere in order to encourage development of and attract investment to the sector.

 

November 25, 2008 · City Council of Sverdlovsk (Luhanska oblast) adopted Resolution No. 479 "On the Procedure for Coordinating Activities of Local Permit Issuing Authorities Which Issue Permits Through the Municipal Permit Issuing OSS"

The Resolution introduced selected unified procedures and recommendations provided in the USAID|TIBA OSS Toolkit. The Resolution established and clearly defined 1) procedure and principles for coordinating activities of local permit issuing authorities issuing permits through municipal OSS; 2) list of authorities that must issue their permits through the OSS, their rights and responsibilities; 3) rights and responsibilities of the OSS administrator; 4) step-by-step procedures for facilitation of issuance of a number of permits by the OSS including approval for location of land plots; approval for land planning projects; architecture and planning assignment for construction or reconstruction; permits for placing outdoor advertising; conclusion of the state sanitary and epidemiological expertise of a land plot; conclusion of the state sanitary and epidemiological expertise for starting operations of a constructed object; permit by inspectorate of state fire safety supervision to put a constructed object into operation. By implementing these procedures, local officials will be able to improve operations of the municipal permit-issuing one-stop shop.
