Ukraine’s long and winding road to WTO accession appeared to finally come an end on February 5, 2008, when the World Trade Organization General Council approved Ukraine’s accession package. Ukraine began its march towards accession in 1993, and for 10 long years plodded through bilateral negotiations, legislative changes, commitments, and reports.

November 24, 2008 · The Head of the Leninsky Rayon State Administration of Sevastopol signed Resolution No. 1312-p "On Recommendations for Streamlining Permit Issuance Procedures in the Sphere of Economic Activity and Construction"

The Resolution requires the administrator of the permit-issuing one-stop shop of the Leninsky Rayon of the City of Sevastopol to improve OSS operations by applying procedures and recommendations provided in the USAID|TIBA OSS Toolkit "Recommendations for Streamlining Permit Issuance Procedures in the Sphere of Economic Activity and Construction at the Local Level." By implementing unified procedures developed by USAID|TIBA, rayon officials will be able to improve operations of the permit-issuing one-stop shop and reduce corruption in the permit issuance sphere as well as the time and money spent by entrepreneurs when obtaining permits.

 

November 21, 2008 · The Head of the Balaklavsky Rayon State Administration of the City of Sevastopol signed Resolution No. 585-p "On Improvement of Operations of the Permit-Issuing One-Stop Shop of the Balaklavsky Rayon"

The Resolution requires the administrator of the permit-issuing one-stop shop of the Balaklavsky Rayon of the City of Sevastopol to improve OSS operations by implementing procedures and applying recommendations provided by the USAID|TIBA OSS Toolkit "Recommendations for Streamlining Permit Issuance Procedures in the Sphere of Economic Activity and Construction at the Local Level." In addition, the Resolution assigns the OSS administrator the task of drafting amendments to the procedure for cooperation with local permit-issuing authorities when issuing permits through the Balaklavsky Rayon OSS based on the procedure recommended by the OSS Toolkit. By implementing unified procedures developed by USAID|TIBA, rayon officials will be able to improve operations of the permit-issuing one-stop shop and reduce corruption in the permit issuance sphere as well as the time and money spent by entrepreneurs when obtaining permits.

 

November 21, 2008 · Seminar "The WTO Safeguards Agreement: Concepts and Applications"

USAID|TIBA delivered a seminar to the Ministry of Economy aimed at discussion of concepts and rules of the WTO Agreement on Safeguards, experiences in implementation, and cases of disputes and settlements thereof.

 

November 20, 2008 · Training for representatives of selected local self-governance authorities on practical issues in implementing the RPL and RIA/RIE

USAID|TIBA was invited by the Municipal Development Institute to deliver a training on the RPL and RIA/RIE for officials from selected local self-governance authorities. Eighteen officials in charge of municipal regulatory policy issues from 17 municipalities attended the training. As a result of this training, RPL, RIA, and RIE implementation by trained officials of municipal regulatory departments has improved. During the training, USAID|TIBA examined problematic issues in the process of completing RIAs and RIEs and ensured that officials gained practical knowledge for implementing regulatory policy.

USAID|TIBA delivered a seminar to the Ministry of Economy aimed at discussion of concepts and rules of the WTO Agreement on Subsidies and Countervailing Measures, experiences in implementation, and cases of disputes and settlements thereof.
