Complicated and confusing systems providing
construction permits, delivery of municipal services, and access to land are
sources of significant corruption.
The US Government through the Millennium Challenge
Corporation (MCC) made one of its largest Threshold Program investments in
Ukraine
through USAID|TIBA. The investment is designed to help improve Ukraine's
performance on the MCC's corruption indicator, and improve the lives of
citizens in the process. TIBA works to reduce opportunities for corruption
by helping make processes more efficient, simple, and transparent; improving
the permit system law and related statutes, streamlining procedures
for construction permits and access to utilities, and improving the law on
inspections.
Project's tasks:
1. Effective Implementation of the Permit System Law
2. Simplification of Permitting Procedures in Construction
3. Implementation of the Inspection Law and Simplify Inspection Procedures regarding Construction
4. Launch of Procedures for Effective Zoning of Land Areas
5. Simplification of Procedures to Obtain Local Access to Municipal Services (Utilities)
6. Reducing Excessive Administrative Control Over Property Transactions
7. Coordination of Soil and Water Environmental Protection Functions among State Bodies in this area with the Ministry of the Environment to ensure consistency
