July 10, 2008 · The Odesa City Council adopted a simplified and streamlined procedure for issuing permits through the local one-stop shop (OSS)
USAID|TIBA assisted the Permit Issuance Department of the Odesa City Council in developing a streamlined procedure for issuing permits through the local OSS. The new procedure has reduced the number of permits that entrepreneurs in Odesa must obtain from 66 to 32 by bringing municipal legislation into compliance with requirements of the Permit System Law. Now only those permits that are required by laws will be issued. In addition, issuance of permits at the oblast level via the Odesa OSS has been launched. According to the new procedure, four oblast-level permit issuance authorities will issue 42 oblast-level permits through the Odesa OSS. While this service is only available to entrepreneurs registered in the city of Odesa at present, it will later be extended to all entrepreneurs in Odesa Oblast. The improved procedure will help reduce time and money spent by entrepreneurs on obtaining permits, increase transparency of the permit issuance process, and reduce corruption in this sphere.

USAID|TIBA delivered a training on the Regulatory Policy Law and Regulatory Impact Analysis/Regulatory Impact Evaluation for Antimonopoly Committee officials. As a result of this training, Regulatory Policy Law, Regulatory Impact Analysis, and Regulatory Impact Evaluation implementation skills of specialists of legal departments will improve. During the training, USAID|TIBA examined problematic issues in the process of completing Regulatory Impact Analyses and Regulatory Impact Evaluations and ensured that officials gained practical knowledge for implementing regulatory policy.

At the request of the Ministry of Justice of Ukraine, USAID|TIBA delivered a training on the Regulatory Policy Law and Regulatory Impact Analysis/Regulatory Impact Evaluation for officials of legal departments of central state executive authorities. USAID|TIBA delivered a training on the RPL and RIA/RIE for Sevastopol City officials. As a result of this training, RPL, RIA, and RIE implementation by specialists of regulatory departments has improved. During the training, USAID|TIBA examined problematic issues in the process of completing RIAs and RIEs and ensured that officials gained practical knowledge for implementing regulatory policy.
