November 13, 2008 · Joint USAID|TIBA, Donetsk City Council, and Donetsk Permit-Issuing One-Stop Shop press conference for local mass media sources

The goal of this press conference was to inform the local community through local mass media sources about the benefits of permit-issuing one-stop shops (OSSs) that operate in full compliance with legislation, unveil recent measures introduced by the Donetsk City Council with assistance from USAID|TIBA aimed at streamlining permit issuance in the city and improving operations of the municipal OSS, and present the OSS Toolkit developed by USAID|TIBA with the aim of assisting municipalities in streamlining permit issuance procedures and OSS operations. Representatives of the Donetsk City Council, the head of the Donetsk Permit-Issuing One-Stop Shop, the head of the Donetsk Oblast Representative Office of the State Committee of Ukraine for Regulatory Policy and Entrepreneurship, and USAID|TIBA experts spoke at the event. This event contributed to increased public awareness of the benefits of the OSS principle and helped build public support for improving permit issuance and OSS operations in Ukraine.

 

November 13, 2008 · Training for officials from Donetsk and Zaporizhzhya Oblast municipalities on practical implementation of recommendations for streamlining the process of permit issuance at the local level

This training was organized by USAID|TIBA and the State Committee of Ukraine for Regulatory Policy and Entrepreneurship. Representatives of 50 permit-issuing one-stop shops operating in the Donetsk and Zaporizhzhya Oblasts participated in the event. During the training, USAID|TIBA provided participants with detailed recommendations on implementation of unified permit issuance procedures (including construction permit issuance procedures) and disseminated the OSS Toolkit "Recommendations for Streamlining Permit Issuance Procedures in the Sphere of Economic Activity and Construction at the Local Level." By implementing unified procedures developed by USAID|TIBA, municipalities will be able to improve operations of permit-issuing one-stop shops and reduce corruption in the permit issuance sphere as well as the time and money spent by entrepreneurs when obtaining permits.

 

November 4, 2008 · Round table discussion at the Ministry of Regional Development and Construction of Ukraine

A USAID|TIBA expert participated in a round table held by the Ministry of Regional Development and Construction to discuss a draft resolution of the Cabinet of Ministers of Ukraine that will regulate the procedure of obtaining technical specifications for new construction objects. This draft resolution will replace Resolution of the Cabinet of Ministers of Ukraine "On Amending Resolution of the Cabinet of Ministers of Ukraine No. 2328 dated 20.12.1999 'On the Procedure for Issuance of Architectural and Planning Assignments and Technical Specifications Regarding Connectivity to Utilities and Determining the Size of the Fee for Issuance Thereof'" in compliance with the recently adopted Law of Ukraine "On Amending Certain Laws of Ukraine Regarding Support in the Sphere of Construction" (No. 509-VI dated 16.09.2008).

 

October 31, 2008 · Training for officials from Luhansk Oblast municipalities on implementation of recommendations for streamlining the process of permit issuance at the local level (Luhansk)

The State Committee of Ukraine for Regulatory Policy and Entrepreneurship and the Luhansk State Oblast Administration organized a seminar for officials from Luhansk Oblast municipalities to discuss the current status of implementation of the Permit System Law and means for improving operations of permit-issuing one-stop shops (OSSs). As part of this seminar, USAID|TIBA was invited to deliver a training on implementation of unified permit issuance procedures developed by USAID|TIBA and disseminate the OSS Toolkit. About 60 heads of economic departments and OSS administrators from 31 Luhansk Oblast municipalities participated in the event. USAID|TIBA used this seminar as an opportunity to provide training and recommendations on implementing unified permit issuance procedures to Luhansk Oblast municipalities. By implementing unified procedures developed by USAID|TIBA, municipalities will be able to improve operations of permit-issuing one-stop shops and reduce corruption in the permit issuance sphere as well as the time and money spent by entrepreneurs on obtaining permits.

 

October 29, 2008 · Training for Crimean municipalities on implementation of recommendations for streamlining the process of permit issuance at the local level and introduction of unified permit issuance procedures developed by USAID|TIBA (Yevpatoria)

USAID|TIBA and the State Committee of Ukraine for Regulatory Policy and Entrepreneurship organized this training. About 40 local government officials from Crimea (including administrators of all 25 permit-issuing one-stop shops operating in Crimea) participated in this event. During the training, USAID|TIBA provided participants with detailed recommendations on implementation of unified permit issuance procedures (including construction permit issuance procedures) and disseminated the OSS Toolkit "Recommendations for Streamlining Permit Issuance Procedures in the Sphere of Economic Activity and Construction at the Local Level." By implementing unified procedures developed by USAID|TIBA, municipalities will be able to improve operations of permit-issuing one-stop shops and reduce corruption in the permit issuance sphere as well as the time and money spent by entrepreneurs on obtaining permits.
